WeChat或SkyPe的鈴聲視訊通知接收來電?

怎樣可使一部運行Android 4.4的板型小電腦 (tablet) 或智能電話 (例如: BLU phone) 在不使用着微訊 (WeChat微信) 或SkyPe的狀況下, 當某人通過微訊或SkyPe以影音方式致電給你時, 你的tablet或智能電話有鈴聲響起來及視訊通知你通過微訊 (微信) 或SkyPe接收影音訊息?
朋友給我老婆的2至3年前舊版SamSung智能電話就有上述效果.
但我一部運行Android 4.4的tablet及新買的BLU phone智能電話卻要在運行着微訊或SkyPe的狀態下才能有鈴聲及視訊通知我接收影音通訊.
以下圖片是SamSung及BLU智能電話的對比: 朋友所給的SamSung有電話號碼登記而BLU的還未有安裝SIM card及沒有任何電話號碼登記但有電子郵箱編號登記 (當然我的tablet也沒有電話號碼登記啦, 因為tablet不是智能電話啊). 除此之外所有微訊設定 (setting) 都是一樣.

我的SUSA運行着Windows 8的手提小電腦 (notebook) 卻有上述鈴聲及視訊通知效果, 當某人通過SkyPe以影音致電給我, 而我正好在SUSA notebook寫着此文稿而不是用着SkyPe時也有鈴聲及視訊通知我去接收SkyPe的來電 (雖然巳關掉SkyPe但未sign out卻發現SkyPe仍藏在Windows 8的工作欄 Toolbars裏作預備狀態). (Windows 8無法下載WeChat微訊?).
