上網速度不定的因素?

Window XP Home sp2, 上網用Epro 8, 供應商話DSL有6Mbps但用網上的speedtest衹得5.1Mbps, 在下午五時後至晚上十二時前卻上網速度慢得驚人, 想要到speedtest.com也不能.
請問究竟是由於甚麼因素而令到上網之速度不定?
是否最大嫌疑是ISP上網供應商的供應不足而導至"十個缸九個蓋"?
